InGov™ Public Retirement System Governance and Operations Benchmarking

Governance makes a difference and it affects all aspects of the organization. By governance, we mean direction setting and oversight: What are the key decisions? Who gets to make them? What are their responsibilities and authorities? What are their goals and values about what is important? Have they provided clear direction? Is there effective oversight? Are staff executing those directions? How are they performing?

Trustees and Executives frequently ask, "How do our governance and operations policies and practices compare to our peers? What can we learn from others?" To answer these and other questions, FAS has created a comprehensive, proprietary knowledgebase of leading and prevailing governance and operations policies and practices in U.S. public retirement systems. InGov has been developed using a series of benchmark surveys conducted over the past seven years and regularly updated. Over 50 systems are represented ranging from state, to county, to city, with AUMs from less than $2 billion to over $300 billion and a wide range of mandates. More are being added.

InGov allows us to quickly develop an appropriate peer profile for each client. The entire database covers 10 major modules with over 200 points of comparison including:

InGov provides a highly efficient and cost-effective means of benchmarking the governance of your system. Clients receive a report with accompanying analysis that assesses whether current policies and practices are leading, prevailing or lagging compared to appropriate peers. The benchmark can help inform improvement priorities and also help develop an implementation roadmap.

We strongly believe that each public system is "One of a Kind". Any recommendations to improve a system's policies and practices will need to be customized to its unique requirements. It will then be up to the system to determine what is best given its unique circumstances.
